SAIB successfully organized 2016International Symposium on City Risk Management

From 17th to 18th, November, 2016, 2016International Symposium on City Risk Management was grandly held in Shanghai. Under the guidance of The Urban Construction and Environmental Protection Committee of Shanghai Municipal People’s Congress, Population Resource Environmental Construction Committee of Shanghai Municipal CPPCC, Shanghai Municipal Housing and Urban and Rural Construction and Management Committee, Shanghai Transportation Bureau and other official departments, the symposium, sponsored by Tongji University and other famous enterprises as co-sponsors was co-organized by SAIB and City Risk Management Institute of Tongji University. The symposium was titled City Risk management from the point of public safety, aiming to understand city risk managerial environment, to share risk managerial experience both at home and abroad, to exchange city risk managerial techniques, to provide the effective exchange platform for industrial and risk managerial experts by deep discussion over the heat topics during the city development.

The symposium was presided over by Deputy Secretary of Tongji University Fang Shouen, and the Principal of Tongji University and the Academician of Chinese Academy of Engineering Zhong Zhihua made welcome remarks, and Sun Huashan, the Deputy Director of State Administration of Work Safety, Chen Yin, the Vice Mayor of Shanghai, Zhuo Linwei , the Deputy Head of City Construction Department on behalf of Vice Minister Ministry Ni Hong of Housing and Urban-Rural, Xu Chun, the Deputy Head of Safety and Quality Supervision Management Department on behalf of Vice Minister Dai Dongchang of Ministry of Transport made respectively speeches. In the symposium, Sun Huashan, the Deputy Director of State Administration of Work Safety and Zhong Zhihua, the Principal of Tongji University unveiled the nameplate of City Risk Management Institute of Tongji University which is the first city risk management institute in China. During the symposium, Sun Jianping, the member of Shanghai Municipal CPPCC, the Chairman of Population Resource Environmental Construction Committee and the Principal of City Risk Management Institute of Tongji University made the keynote speech titled “City Risk management from the point of public safety”, Ding Lieyun, the Academician of Chinese Academy of Engineering and the Principal of HUST, Lin Ming, the Chief Engineer of China Communication Construction Co.,Ltd, Gu Yue,the Chairman of CPIC, Wang Chengbao, the Deputy GM of SAIB and other invited speakers presented their different views on city risk management, covering city waterlog risk, city design guarantee, transport safety, city climate risk, vessel oil leakage and other series issues of city exposures to provide suggestion in the optimizing of city risk management .

In the schedule of the second day, participants investigated the typical cases of city risk management, and they are Shanghai Shentong Metro Risk Management Center and Shanghai traffic transportation third party safety monitoring platform. Shanghai Shentong Metro Risk Management Center provides supportive management for rail transport under construction to mitigate construction accidents to provide managerial methods and to increase construction level by standard, informative and detailed management of construction risk. Shanghai traffic transportation third party safety monitoring platform was invested to set up by SAIB, realizing 24 hours monitoring for commercial vehicles in Shanghai including passenger vehicles, taxi , dangerous vehicles and other key fields to promote the innovation of industrial safety managerial mode, to turn passive service to active prevention, to turn traditional extensive management to precise management and to turn single management by government to industrial interaction, which has the replicable and sustainable features.

The successful convening of symposium promoted the attention and participation of city risk management of whole society to provide governmental departments with new wisdoms of city risk management to promote the international city of Shanghai’s harmonious development. The preparation of whole symposium took 2 months, and SAIB undertook the most of works. SAIB could organize the international symposium of high standards, which not only showed SAIB organizational ability regarding large-scaled international conference but also illustrated SAIB’s long term determination of exploring city risk management. In the future, SAIB will continue to make use of resources from all aspects to make suggestions to the subject of city risk management.
